What is the difference between Mill Finish and White?

A mill finish refers to the surface texture of metal after it exits a rolling mill, or extrusion die. This texture is usually rough and lacks luster, it may have spots of oxidation or contamination from the mill. White would be a painted (baked on enamel) finish.
